It is illegal and its crosses the line with anything sexual or a relationship thats beyond a normal family relationship. in texas 1st cousins can get married if both or over 55 years old or one cant bear a shild. 2nd cousins and down can do what ever they want. but as far as i know brother sister mom son dad daughter is illegal. in every state. but i fell inlove with my sister when she was 14 and i was 15 we are both in our 30's now and have 3 normal kids. but no state i know of will let us merry. or we would have by now

Fucking your brother or sister is illegal anywhere in the US. First cousins are legal in some states. I think unless cock and pussy or tongue and cock/pussy touch, it's legal, so topless kissing should be fine.
